RAPSS Phase II Upgrade
The RAPSS Phase II upgrade is complete and the enhanced portal now is available for general use. To help determine which activities should be initiated in RAPSS and which activities should use the current paper process, on an interim basis, please consult the activity matrix posted here.
The Office of Research and Economic Development has completed Phase II of the Research Administration and Proposal Submission System (RAPSS) and the enhancements to the system were activated on August 7. As a result, RAPSS is now mandatory for all new submissions of research proposals, corporate contracts, and associated items. Paper submissions will no longer be possible for new activity. If you receive an error message while attempting to register for a session, please try closing out of your browser completely, (prior to doing so delete all cookies, etc.), reopen it, and try the registration link again. If a browser has been open too long, the registration system will not allow the user to use that same browser to access its site, and the user will receive an error message instead. If this does not resolve the issue, try using a different browser. We apologize for any inconvenience this may cause.

To build an efficient, paperless and user-friendly system for grant and contract submissions at Rutgers, the Office of Research and Economic Development (ORED) chose Huron Consulting Group to provide its Click® Portal software and collaborate on a customized installation. Vendor selection began during the integration and included feedback from faculty and administrators and other constituents across Rutgers and legacy UMDNJ. Huron, which has done projects at many major U.S. and Canadian universities, is working with the ORED’s Implementation Team and Rutgers’ Office of Information Technology. The team customized the Click Portal for RAPSS, which will be used universitywide at Rutgers for processing grants and contracts. This “best-in-class” software will be used for pre-award grant and contract functions, such as electronic endorsement of proposals and submission through grants.gov to federal agencies. RAPSS will bring a superior transparency to the proposal-submission and award-intake processes and has robust reporting functionality.
ORED is sponsoring and managing the project with input from numerous faculty and staff groups. ORED’s Office of Research and Sponsored Programs maintains all information regarding grant and contract applications, budgets and on-going annual adjustments to research funding using this system.
